padeluun ⁂<p>Im Zentrum der sogenannten Potenzialanalyse des ZDF steht die Frage, wie das ZDF unter digitalen Netzwerkbedingungen seinen verfassungsrechtlichen Auftrag erfüllen kann: einen funktionierenden gesellschaftlichen „Common Ground“ zu ermöglichen. Das Papier identifiziert drei große Potenziale: Erstens soll das ZDF als Ermöglicher eines „Digital Open Public Space“ (DOPS) wirken – einer gemeinwohlorientierten Infrastruktur als Alternative zu kommerziellen sozialen Netzwerken. Zweitens soll Offenheit zur Regel werden: offene Inhalte, offene Software, offene Schnittstellen. Drittens wird ein DPV-Kompass vorgeschlagen, um Wirkung, Qualität und Netzwerkeffekte systematisch zu erfassen.
